April 28, 2023 -- Considered by many to be the Village of Oak Park’s consummate problem solver, Director of Development Customer Services Tammie Grossman is retiring on June 23.
The community is invited to celebrate Grossman's years of dedicated public service during a reception from 1:30 to 3:30 p.m. Wednesday, June 21 at Village Hall, 123 Madison St.
“Tammie Grossman’s experience and leadership are truly one-of-a-kind,” Village Manager Kevin J. Jackson said. “The Village has been so fortunate to have her service and expertise guiding so many corners of the administration. We will all miss her counsel, institutional knowledge and the exceptional work ethic she brought to our organization. With that in mind, we’re all thrilled for Tammie and her family to begin the next chapter of their lives together.”
With a background as a managing attorney with Prairie State Legal Services and executive director of Housing Action Illinois, Grossman started working for the Village on January 2, 2008 as the Housing Programs Manager. She also held positions as Housing and CDBG Programs Manager and Interim Human Resources Director before being named as Director of Development Customer Services in January 2014.
The newly formed department was created to oversee the building, business services, planning, CDBG and housing divisions to ensure services were delivered more efficiently with a focus on customer service.
“I’ve always thrived on finding solutions to complex problems,” Grossman recalled. “There were a number of difficult issues facing the Village when Development Customer Services was formed. Our department’s mission is ‘Building a Better Community’ and I’ve always taken that mission to heart. I’m proud of the improvements we’ve made to make things more efficient and easier for stakeholders.”
Grossman focused her efforts initially on revamping the Village’s permitting system. The antiquated, inefficient paper system meant long processing times and applicants waiting months for approvals. Grossman oversaw a review and analysis of the entire process and implemented a new online system called Village View. Currently 95% of permits are submitted online and review times for many projects have been cut from as long as 6-8 weeks down to as little as 2-3 days. In addition to this modernization, Grossman oversaw the addition of contract services with HR Green, which has allowed for much faster turnaround times on building inspections.
When the parking division was folded into DCS in 2017, Grossman took a similar approach to the parking permits and vehicle licenses operations. Residents may recall long lines for an annual vehicle license sticker or for the quarterly Saturday morning permit releases. Grossman supervised the Passport Parking integration, which now has 85% of transactions executed online and has eliminated in-person lines.
Looking back, Grossman said she’s extremely proud of improving these services for the community and also noted the $475 million of development projects that have come to Oak Park during her tenure.
“Tammie Grossman came to work for the Village of Oak Park to help people and we are a better community today for it,” said Oak Park Village President Vicki Scaman. “She chose Oak Park when she could have gone anywhere with her extraordinary expertise and passion for advancing fairness, affordable housing goals, and economic development opportunities. Tammie has an amazing work ethic, always seeking solutions to problems, and a huge heart. She will be greatly missed.”
During her time as Housing Programs Manager in 2011, Grossman helped secure the HUD Sustainable Communities Challenge grant. She worked with the neighboring communities of Bellwood, Berwyn, Forest Park and Maywood to form the West Cook Housing Collaborative. The Collaborative secured more than $14 million from state and federal funding to address the foreclosure crisis in these five communities. The group also created the Homes for a Changing Region housing action plan.
Grossman’s expertise has been invaluable to numerous community organizations as she has steadfastly contributed to the boards and executive committees of the following: Downtown Oak Park, Visit Oak Park, the Oak Park Area Arts Council and the Oak Park Area Homelessness Coalition.
A resident of Oak Park for over 30 years, Grossman and her husband have raised three children here. Grossman considers herself a collaborative leader and her philosophy has been to bring people together to problem solve, but she also said she’s not afraid to step up and make decisions.
Grossman said she will miss the many friends she has made working at Village Hall. Grossman and her husband will relocate to Door County, Wis., and plan to spend time with their adult children and grandchildren. She is most excited to gain her evenings back after many years attending citizen commissions and Board of Trustee meetings. She plans to enjoy her many hobbies including playing piano, knitting, quilting, e-biking and golfing. She also has plans to volunteer and consult for municipalities.
